A Resolution of the City Commission granting the authorization to waive the competitive process to purchase GovQA Solutions’ OMS platform maintenance, support and service as a “Sole Source”, pursuant to Section 2-689 of the City’s Procurement Code.
Body
WHEREAS, the Information Technology purchased the GovQA Platform in February 2014 to operate the City Of Coral Gables Public Record Requests and Service Request systems and;
WHEREAS, the GovQA system supports the electronic processes for Public Record Requests and Service requests and is used by the constituents, citizens and visitors.; and
WHEREAS, the IT Department has the need to renew the annual maintenance of the OMS Platform for a period of three (3) years at an approximately $27,800 each year; and
WHEREAS, the City is seeking approval to purchase the on-going maintenance for the existing GovQA system that includes coverage for the domain subscription, cloud services, hosting fees and user tools; and
WHEREAS, Section 2-585 of the Procurement Code, entitled "Authority" authorizes the City Manager to delegate authority to the Procurement Officer to administer and make recommendations on contract awards;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF CORAL GABLES:
SECTION 1. The foregoing "Whereas" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Resolution upon adoption hereof.
SECTION 2. That the City Commission accepts the recommendation of the Procurement Officer and authorizes the City Manager to purchase GovQA OMS Platform annual maintenance, support and service, pursuant to Section 2-689 of the City's Procurement Code.
SECTION 3. That this resolution shall become effective immediately upon adoption.
