Title

A Resolution accepting the recommendation of the Chief Procurement Officer to award the Renovations and Addition Project 427 Biltmore Way to Carivon Construction Company, the most responsive and responsible bidder, pursuant to Section  2-763 of the Procurement Code entitled “Contract Award” and Invitation for Bids (IFB) 2020-035.

Body

The purpose of this IFB is to contract with a qualified and experienced bidder for the renovations and construction of a structural addition to the City owned facility located at 427 Biltmore Way. 

                      

On September 24, 2020, the Procurement Division of Finance formally advertised, issued and distributed IFB 2020-35. Sixty-one (61) prospective bidders downloaded the IFB package from Public Purchase, the City’s web-based e-Procurement service.

 

On October 7, 2020 a non-mandatory pre-bid conference was held with seventeen (17) prospective bidders in attendance of the sixty-one (61) prospective bidders who downloaded the IFB package from Public Purchase, the City’s web-based e-Procurement service.

 

On October 28, 2020, nine (9) firms submitted proposals in response to the IFB: Carivon Construction Company, Critical Path Services, Inc., E.L.C.I. Construction Group, Inc., Hands on Builders, LLC., John Bell Construction, Inc., LEE Construction Group, Inc., Lunacon Engineering Group, Inc., OAC Action Construction, Corp., and TGSV Enterprises, Inc.

 

The most responsive responsible bidder for this project was determined to be Carivon Construction Company in the amount of $2,485,735.00. The Public Works Department and the Chief Procurement Officer recommend awarding the Renovations and Addition Project 427 Biltmore Way to Carivon Construction Company.  Additionally, the City would like to include a 10% contingency in the amount of $248,573.50 to address unforeseen issues.
