Title: A Resolution of the City Commission accepting the recommendation of the Chief Procurement Officer to approve the establishment of a pre-qualified pool of professional tennis instructors, for an initial period of three (3) years with the option to renew for two (2) additional one (1) year periods. Further authorizing, in accordance with the Request to Qualify (RTQ) No. 2020-010, the ability to solicit pricing, award contracts, and to add qualified professional tennis instructors to the pre-qualified pool when deemed in the City’s best interest without further City Commission action, pursuant to Section 2-763 of the Procurement Code entitled “Contract Award”.

On May 20, 2020, the Procurement Division of Finance formally advertised, issued and distributed RTQ 2020-010 for Professional Tennis Services. A total of 21 prospective responders downloaded the RTQ package from PublicPurchase, the City’s web based e-Procurement service.

The establishment of the pre-qualified pool of professional tennis service providers will allow the department to provide services on an as needed when needed basis for the different tiers of services.

On June 17, 2020 eighteen (18) responses were received in response to the RTQ 2020-010, Professional Tennis Services. In Phase I of the evaluation phase the responses were reviewed by the Procurement Division in order to determine responsiveness to the requirements of the RFP. During the review, it was determined that all eighteen (18) proposers were responsive and could be moved to the Phase II / Interview process. The Interview phase was performed by Parks and Recreation staff that resulted in sixteen (16) of the proposers passing the interview phase as listed in Exhibit 1.

The proposers are listed below, have been deemed qualified, per the requirements of the RTQ and are licensed by the United States and/or Professional Tennis Registry for each of the tiers categories listed. The established pre-qualified pool may be ...
