A Resolution of the City Commission authorizing the City Manager to execute an Interlocal Agreement between the City of Coral Gables and Miami-Dade County for maintenance of the Underline in substantially the attached form.

Body

On June 28, 2018, the City of Coral Gables (the "City") and Miami-Dade County (the "County") entered into a Memorandum of Understanding (the "Initial MOU") pursuant to which the City agreed to provide up to fifteen million dollars ($15,000,000) from parks and mobility impact fees to fund portions of the Underline, a planned 10-mile urban trail that will utilize the MPath corridor from the Brickell Station to the Dadeland South Station.

 

Nearly two years later, on June 14, 2020 the City Commission passed Resolution 2020-151, authorizing the City Manager to enter into an amended and restated MOU with the County to (1) reduce the contingent sum previously allocated and make it a sum certain in the amount of $7,000,000, (2) to ensure that prior monies paid by the City were not be impacted, and (3) to allow funds provided by the City to be used generally for the completion of the Underline.

 

Now that the City’s financial contribution has been defined, the City and County wish to enter into an Interlocal Agreement, in substantially the attached form, allowing (1) the County to implement and maintain the Underline Projects Improvements within the Total Underline Projects Improvements Area within the City’s Rights-of-Way and (2) the City to request additional improvements located, in whole or in part, within The Underline, subject to the Parties’ agreement on all matters related to design, construction, financing, operation, and maintenance, of such City-requested improvements.
