Title

A Resolution accepting the recommendation of the City Manager, pursuant to Section 2-764 Approval of Change Orders and Contract Modifications to authorize a six (6) month extension of the current agreement with Waste Management Inc. of Florida to provide solid waste and recycling collection services.

Body

At the June 9, 2020 Commission meeting, the Commissioners authorized the Administration to pursue an extension of the current agreement with Waste Management Inc. of Florida for six (6) months.  The additional time will amend the expiration of the contract through May 31, 2021.

In addition, the proposed amendment to the agreement includes the following modifications:

1)                     Section 41 is amended to remove all payments listed other than Franchise Fees.

2)                     Sections 37.2.5 and 37.2.6 are deleted to remove “Collection Service in Central Business District” and “Litter Collection”

3)                     Section 41.1 is amended to remove references to “Minimum Payment” as only the 22% Franchise Fee will be required.

4)                     Establishes a “Zero Floor” for the annual rate adjustments in October which will not allow for rate decreases.

All other terms and provisions of the Agreement remain in full force and effect.

During the extension period, the City will have an opportunity to evaluate and award a replacement Request for Proposal (RFP) from potential providers to meet the needs of the City with regard to providing waste and recycling collection.
