A Resolution accepting the recommendation to authorize the purchase of Symphony dispatch console equipment within the P25 Radio System for the Police Department from Communications International as a “Sole Source Procurement,” pursuant to Section 2-689 of the City’s Procurement Code.
Body
The City of Coral Gables is currently constructing a new Police and Fire Headquarters building that is scheduled to open in September 2020 and will house the following departments: Fire, Police, Information Technology, and Coral Gables TV.
The P25 Radio System, which oversees all City radio equipment, requires specific dispatch console equipment to be purchase and installed at the new Police and Fire Headquarters building for continuity of E911 and Public Safety Answering Point (PSAP) operations. L3Harris Symphony dispatch consoles are currently used at both the primary and the backup PSAP locations, resulting in personnel being trained and familiar with the equipment. The City’s assigned L3Harris authorized vendor and service provider for radio system equipment, Communications International, has the necessary specialized training and proprietary certifications required to provide Symphony dispatch console equipment. Failure to utilize an L3Harris authorized service provider would necessitate the re-training of all Communications Section and Radio Shop personnel and the additional purchase of a Console Sub System Interface for the mixed use of equipment that the City does not currently have.
As a result, the Police Department has selected Communications International, the authorized L3Harris partner, provider and seller of this proprietary equipment, to serve as the sole provider for the purchase of Symphony dispatch console equipment within the P25 Radio System to the new Police and Fire Headquarters building in the amount of $550,221.
