Title

A Resolution accepting the recommendation to authorize the purchase of control station equipment within the P25 Radio System for the Police Department from Communications International as a “Sole Source Procurement,” pursuant to Section 2-689 of the City’s Procurement Code.

Body

The City of Coral Gables is currently constructing a new Police and Fire Headquarters building that is scheduled to open in September 2020 and will house the following departments: Fire, Police, Information Technology, and Coral Gables TV.

The P25 Radio System, which oversees all City radio equipment, requires control station radios with remote controllers to be purchased and installed throughout the new Police and Fire Headquarters building.  Due to the desire to isolate potential lightning strikes from the rest of the building, these remote controllers will be connected via fiber optic cable.  The City’s assigned L3Harris authorized vendor and service provider for radio system equipment, Communications International, has the necessary specialized training and proprietary certifications required to provide this control station equipment.  Failure to utilize an L3Harris authorized service provider could result in equipment not fitting in the radio equipment room and being subjected to lightning strikes, causing a possible disruption to the City’s P25 radio network.

As a result, the Police Department has selected Communications International, the authorized L3Harris partner, provider and seller of this proprietary equipment, to serve as the sole provider for the purchase of control station equipment within the P25 Radio System to the new Police and Fire Headquarters building in the amount of $846,644.

Under Section 2-689 of the Procurement Code, entitled “Sole Source Procurement,” an award may be made without competitive bids when there is only one source available to fulfill the needs of the City.
