Title

A Resolution declaring as surplus a modular building and authorizing its sale to Advanced Modular Structures, Inc. in the amount of $25,000, in accordance with Section 2-879 of the Procurement Code.

Body

On May 27, 2016, the City of Coral Gables purchased a modular building to temporarily house firemen and personnel from Advanced Modular Structures, Inc. at a price of $182,131.  This was necessary to serve as a temporary housing for firemen and staff, during the Fire Station No. 2 Addition/Renovations and New Trolley Maintenance Building project.

Due to the approaching completion of this project, a determination was made to declare the property surplus and  to determine the best method for disposition of the property. The decision is being made due to the need to remove the temporary housing by April 22, 2020 to make way for the new canopy at the facility.  Public Works staff researched the options and determined that selling the modular building to the vendor that originally sold the property to the City would be the most cost-effective option.   An evaluation was performed on the property by Advanced Modular Structures, Inc., who is obviously familiar with their product.  Advanced Modular Structures, Inc. is willing to purchase the 24’ x 74’ modular building for $25,000 in its existing condition which will include facilitating the timely dismantling and removal of the structure as well as incurring expenses doing so.

Pursuant to Section 2-879 of the Procurement Code entitled “Disposal of Surplus” all surplus items with an estimated fair market value of $25,000 or more must be declared surplus by a resolution of the City Commission before the procurement officer may dispose of said property.

Consequently, Public Works Department feels this is an acceptable amount and recommends that the property be declared surplus and the Commission approve the sale of the property to Advanced Modular Structures, Inc.
