A Resolution accepting the recommendation of the Procurement Officer to award the contract for Pump Stations SCADA/Telemetry System Rehabilitation to Custom Controls Technology, Inc. as the lowest responsive and responsible bidder in the amount of $835,180.01, pursuant to Invitation for Bids (IFB) 2019-046 and Section 2-763 of the Procurement Code entitled “Contract Award”.

The purpose of this Invitation to Bid was to establish a contract with a vendor to provide Pump Stations SCADA/Telemetry System Rehabilitation and Monitoring. This contract will include new Supervisory Control and Data Acquisition (SCADA) software and hardware equipment for monitoring and controlling the City’s thirty-five (35) wastewater pump stations, two (2) stormwater pump stations, one (1) water gate and one (1) wastewater pressure gauge.
On December 2, 2019, the Procurement Division of Finance formally advertised, issued, and distributed Invitation for Bids IFB 2019-046 Pump Stations SCADA/Telemetry System Rehabilitation.
On December 10, 2019, a non-mandatory pre-bid meeting and site visit was held with two (2) prospective firms in attendance, of the thirty-three (33) firms who downloaded the IFB from Public Purchase, the City’s web-based e-procurement service.
On January 31, 2020, three (3) bids were received in response to the IFB 2019-046 from: Control Instruments, Inc. (C2i); Custom Controls Technology, Inc. and Revere Controls, Systems, Inc.
The Public Works Department and the Procurement Officer recommends awarding the Pump Stations SCADA/Telemetry System Rehabilitation contract to Custom Controls Technology, Inc, the lowest responsive, responsible bidder in the amount of $835,2180.01 for a period of three (3) years with two (2) one (1) year options to renew and approve additional spending authority for the purchase of additional support and software licenses in an amount not to exceed the available budget.
