Title

A Resolution accepting the recommendation of the Procurement Officer to reject all proposals received under RFQ 2019-048 for Professional Tennis Services pursuant to Section 2-655 of the City Code entitled “Cancellations of competitive bids or proposals” and advertise a new RFQ.

Body

The City’s Parks and Recreation Department requires the services of professionals with the qualifications and ability to provide tennis instruction at the Kerdyk Biltmore and Salvadore Tennis Centers.

 

To fulfill this current need, on November 21, 2019, the Procurement Division of Finance formally advertised, issued, and distributed Professional Tennis Professionals, Request for Qualifications (RFQ) 2019-048. Fifty-one (51) prospective proposers downloaded the RFQ package from Public Purchase, the City’s web-based e-Procurement service.

 

On December 23, 2019, eighteen (18) proposers submitted proposals in response to the RFQ:  Federico Acevedo, Franco Alonzo Aller, William Aronson, Luis Jesus Cabrera, Yorgy Carreras, Kevin Chow, Jorge L. Cordova, Reyner Gil, Leandro Gutierrez, Oksana Krutiyenko, John McLean, Alejandro Hernandez Morin, Alfredo Perez,  Zoran Radosevic, Daysi Espinal Salazar, Denisse Rheault, Ayaka Terashi and Zurab Zhvania.

 

The responses were reviewed by the Procurement Division to determine responsiveness to the requirements listed in the RFQ. During the responsiveness review, it was determined that only eight (8) of the Proposers could be deemed qualified to fill the twenty-five (25) positions available.

 

The goal of this RFQ was to qualify at least twenty-five (25) individuals to staff the City’s tennis facilities as Tier 1, Tier 2, Tier 3 and Part Time Professionals.  Therefore, it is recommended that all proposals be rejected and that a new solicitation with revised requirements be advertised.
