Title
A Resolution accepting the recommendation of the Procurement Officer to reject all proposals received under RFQ 2019-034 for Constructability, Cost, and Value Engineering Review Services pursuant to Section 2-655 of the City Code entitled “Cancellations of competitive bids or proposals” and advertise a new RFQ.
Body
The City’s Public Works Department requires the services of professional engineering firms, per the requirements of Florida Statute 287.055 (CCNA), with the qualifications and ability to provide Constructability, Cost, and Value Engineering Review Services. Services under this RFQ may include but need not be limited to: Constructability Review; Value Engineering Analysis; Technical Specs Review; Construction Means and Methods; Scheduling; Quality Assurance and Control; and Plans review. Due to some projects being eligible for Federal financial assistance by the Federal Emergency Management Agency (“FEMA”), a contract, established in accordance with the Federal Procurement Standards outlined in Title 2 C.F.R. § 200.317 to 200.326, is required.

To fulfill this current need, on Thursday, October 17, 2019, the Procurement Division of Finance formally advertised, issued, and distributed Constructability, Cost, and Value Engineering Review Services, Request for Qualifications (RFQ) 2019-034. Thereafter, on October 23, 2019 a non-mandatory pre-qualification conference was held with twenty-one (21) prospective firms in attendance, of the one-hundred twenty-nine (129) prospective proposers who downloaded the RFQ package from Public Purchase, the City’s web based e-Procurement service.

On Wednesday, November 13, 2019, eight (8) firms submitted proposals in response to the RFQ: 305 Consulting Engineers, LLC, Cost Management, Inc d/b/a CMI, HBC Engineering Company, Hill International, Inc., M2E Consulting Engineers, PSA Constructors, Inc d/b/a PSA Management, Inc., and T.Y. Lin International, Volkert, Inc.
