A Resolution amending Resolution No. 2015-272, increasing the Arts Advisory Panel membership from seven to nine members and setting forth membership requirements for the two new members.

WHEREAS, Resolution No. 29040 adopted by the City Commission on March 29, 1996 and amended by Resolutions 2010-58, 2011-147, and 2015-272 established an Arts Advisory Panel, outlining its purpose, qualifications, membership, appointment and removal, and meeting requirements; and
WHEREAS, the commission desires to revise membership qualifications, appoint members directly, and impose a residency requirement on Arts Advisory Panel members, consistent with most other boards and committees in the City; and
WHEREAS, upon passage of this resolution, the zoning code will be amended to reflect the revisions to the Arts Advisory Panel.
NOW THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF CORAL GABLES:
SECTION 1. Incorporation. That the foregoing “Whereas” clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Resolution upon the adoption hereof.
SECTION 2. Purpose. The Arts Advisory Panel was established for the purpose of making recommendations to the Cultural Development Board regarding the selection, creation, and acceptance of works of art. In addition, the Arts Advisory Panel may be called upon by the Cultural Development Board to act as an artist selection committee, and to provide other artistic guidance as the Cultural Development Board determines is necessary.
In acting as an artist selection committee, the Arts Advisory Panel can make recommendations regarding (a) purchases of public art, (b) the selection of artists and approval of concepts for public art commissions, and (c) the selection of artists, artworks and/or curators for temporary exhibitions; and
In addition, the Panel can make recommendations regarding (a) proposed donations of public artworks to the City, (b) project plans created to guide City acquisitions and commissions and (c) the selection of artists and approval of concepts for artworks commissioned by developers to meet their Art in Public Places requirement.
SECTION 3. Qualifications. That at least two m Members of the Arts Advisory Panel shall have their primary place of residence within the boundaries of the City, waivers may be requested by nonresident members. Arts Advisory Panel members may shall be professionals in the visual arts, museum administration, gallery administration, public arts administration, art history, design, architecture, landscape architecture or urban design.
SECTION 4. Membership. The Arts Advisory Panel shall be comprised of seven (7) members, five (5) of whom shall be appointed by the commission with each elected official appointing one (1) member, one (1) member shall be appointed by the City Manager, and one (1) member shall be appointed by the board-as-a-whole. All appointed members shall be confirmed by the city commission
SECTION 5. Appointment and Removal. That the members' terms of office shall commence June 1st of odd numbered years and expire two (2) years thereafter on May 31st, or until a successor has been selected and qualified. All appointments for replacement of any member shall be for the said member's unexpired term.
For any particular project, the Cultural Development Board may supplement the Arts Advisory Panel's expertise with ad hoc nonvoting members who have an intimate knowledge or connection to the site or who represent a specific discipline or expertise.
SECTION 6. Chairperson. That the Arts Advisory Panel shall elect from among its membership, a Chairperson and Vice Chairperson who shall serve for a period of one (1) year, and may be named to successive terms if the Arts Advisory Panel so chooses.
SECTION 7. Administrative Staff Support. That the City Manager shall appoint a staff member to serve as a liaison with and Secretary for the Arts Advisory Panel, and provide services as required by City Code, Article III, Division 1, Section 2-63, including, but not limited to, preparation of summary minutes. It is anticipated the Historical Resources and Cultural Arts Department will provide such staff, and that the City Architect will attend meetings of the Arts Advisory Panel to provide input.
SECTION 8. Meetings. That the Arts Advisory Panel shall hold one regular meeting each quarter and special meetings at such times as may be needed to review submissions pursuant to the Art in Public Places program or other similar issues, at the call of the Chairman or the Secretary. If there is no business to conduct, a meeting need not be held, however, the Arts Advisory Panel must meet at least semi-annually to remain active.
SECTION 9. Quorum. That meetings shall be called to order when a quorum is present, which shall be at least four (4) members, and a decision of a majority of the members present and voting at which a quorum is present shall be the decision of the Arts Advisory Panel.
SECTION 10. Compensation. That all members of the Arts Advisory Panel shall serve without compensation.
SECTION 11. Public Meetings. That all meetings of the Arts Advisory Panel shall be open to the public, and a written summary of the proceedings shall be kept showing its action on each question considered, and such record shall be filed in the office of the Secretary and submitted to the City Commission.
SECTION 12. Compliance with Board and Committee Rules. That the Arts Advisory Panel shall be governed by any and all legislation enacted by the City Commission, as well as any applicable administrative policies that govern the functions of City boards and committees, including, but not limited the provisions of the City Code.
