Arts Advisory Panel Meeting of February 27, 2019.

NEW BUSINESS:

a. ART BASEL, 2019

Ms. Cathers informed the Panel that Vice-Mayor Lago has requested the City to commission Teresita Fernandez for a permanent, significant artwork using the remaining funds allocated from the Miracle Mile Streetscape and for the 2019 Art Basel City exhibition. The Panel was advised that the Commission approved moving the remaining Miracle Mile public art funds to the Art Acquisition fund for greater commissioning flexibility. Dr. Damian noted that Ms. Fernandez is this year’s PAMM artist and Ms. Spain responded that staff reached out to PAMM, which seemed receptive to the City’s intention of working with Ms. Fernandez. A draft proposal invitation to the artist was provided to the Panel.

 

A motion was made by Mr. Brito to recommend extending an invitation to Teresita Fernandez to develop a proposal for a permanent public artwork not to exceed five hundred thousand dollars ($500,000.00), including a 2019 Art Basel component. Mr. Kolasiński seconded the motion, which passed unanimously.

 

b. DONATION PROPOSAL - JOHN HENRY

Ms. Cathers reported that the estate of Kirk Landon has approached the City through the Coral Gables Community Foundation with a proposed donation of the sculpture Quark by John Henry, currently installed at the Orlando Museum of Art. She advised the Panel that staff is currently verifying the provenance of the artwork. It was noted that the artwork was installed at the Orlando site in 2013 by the artist. The Landon estate has said the artist gifted the sculpture to the artist in an exchange. Staff has requested documentation from the estate and if acquired, the City would like to work with the artist regarding the movement, restoration, and re-installation.

 

A motion was made by Dr. Deupi to allow Dr. Damian to reach out to the artist on behalf of the City and Arts Advisory Panel. Mr. Roselione-Valadez seconded the motion, which passed unanimously.

 

c. PREQUALIFIED ARTIST - MARK HURSTY

The Panel received pre-qualification materials for the artist Mark Hursty. Mr. Hurtsy was in attendance along with Dean Warhaft and Glenn Pratt who were in attendance representing development projects that have expressed interest in working with the artist. Mr. Warhaft introduced himself and described the three development projects in North Ponce, including 33 Alhambra, 44 Zamora, and 1505 Ponce de Leon. He stated that the three parcels are close together, within walking distance, and provide an opportunity to use the same artist for the three projects. He went on to say that the properties have a theme of water, with fountains located at each project. The current considerations for the artwork, he said, are to use elements of water, metal, glass, etc. Mr. Pratt spoke about the architecture of the proposed buildings and how they connect to each other.

 

 

A motion was made by Mr. Brito to recommend artist Mark Hursty as a pre-qualified artist. Ms. Tschumy seconded the motion, which passed unanimously.

ART IN PUBLIC PLACES UPDATES

a. PUBLIC SAFETY BUILDING - PUBLIC ART PROPOSALS

Staff reported that the public comment period for the Public Safety Building is open until March 15th. Dr. Damian confirmed that comments will be shared with the selection Panel as part of the selection process.

 

b. FREDY ALZATE

Staff reported speaking with the artist, who stated that the artwork Vacuus is not intended to be placed outdoors and would not do well in the weather elements. Ms. Spain said this information was shared with the Commission which removed the item from further consideration. Ms. Cathers noted that the artist was very helpful and able to provide information that could be passed on to another possible recipient of the artwork.

 

c. GIRALDA SKY

Ms. Cathers reminded the Panel that the Giralda Sky, Call for Art is open until March 15th.

 

CITY COMMISSION ITEMS

a.                     CITY COMM ISSION WORKSHOP - Developer Incentives for Gallery & Artists in Residence

Staff advised the Panel of the City Commission workshop to discuss incentives that would appeal to developers to incorporate galleries and artist in residence programs into new construction. Ms. Cathers noted that developers, gallery owners, and attorney’s have responded and will be in attendance. The workshop, she said, will be held on Friday, March 15th at 3:30 p.m. at the Coral Gables Museum. Dr. Damian said she will attend.

 

b.  ART IN PUBLIC PLACES ORDINANCE

The Panel was advised of an update to the Art in Public Places Ordinance in response to updates at the County level. The City’s ordinance is being amended to apply municipal art in public places fees to the art acquisition fund, eliminating the historic art fund and transferring all current historic art funds to the art acquisition fund.

 

DISCUSSION ITEMS:

Ms. Cathers reported that the Cultural Development Board has asked to meet with the Arts Advisory Panel twice a year, in April and September.
