Title
A Resolution accepting the recommendation of the Procurement Officer to award the Passive Parks Project to H.G. Construction, Development and Investment, Inc., the lowest responsive and responsible bidder, in the amount of $1,216,883.28, pursuant to Invitation for Bids (IFB) 2018-020 and Section 2-763 of the Procurement Code entitled “Contract Award”.
Body
The purpose of this Invitation for Bids is to establish a contract with a successful contractor to provide landscaping, hard/softscaping, landscape irrigation, playground equipment, site accessories, electrical, plumbing and associated improvements at the following 5 passive parks for the Department of Public Works:
• Catalonia Park located at 801 Catalonia Avenue - $275,048.62
• Majorca Park located at 1118 Granada Boulevard - $312,041.38
• Marlin Park located at 6540 Marlin Drive - $294,533.07
• Sarto Park located at 299 Sarto Avenue - $119,228.71
• Venetia Park located at 1047 Venetia Avenue - $216,031.50

On December 19, 2018, the Procurement Division of Finance formally advertised, issued and distributed the IFB for the Passive Parks Project. A non-mandatory pre-bid conference was held on January 4, 2019, with fifteen (15) prospective bidders in attendance of the one hundred and three (103) prospective bidders who downloaded the IFB package from Public Purchase, the City’s web based e-Procurement service.

On February 1, 2019, seven (7) bids were received in response to the IFB 2018-020 from: Bejar Construction, Inc.; Canyon Construction, Inc.; Gecko Group, Inc.; H.G. Construction, Development and Investment, Inc.; Lunacon Engineering Group, Corp. dba Lunacon Construction Group, Corp.; Stonehenge Construction LLC; and West Construction, Inc.

The lowest responsive responsible bidder for this project was determined to be H.G. Construction, Development and Investment, Inc. in the amount of $1,216,883.28. Additionally, Public Works is requesting the approval of a conting...
