A Resolution accepting the recommendation of the Procurement Officer, pursuant to Section 2-501 of the Procurement Code, to waive the Procurement Code and authorize the City Manager to negotiate and enter into a professional services agreement for Special Taxing District Management Services with Governmental Management Services, in an approximate amount of $110,000.
Body
The City of Coral Gables (City) will inherit the responsibility of maintaining nine (9) special taxing districts effective October 1, 2018 based on the election results from January 23, 2018 when the qualified electors of each district voted to transfer ownership and control from Miami-Dade County to the City. It is anticipated that two additional special taxing districts will come under City control on October 1, 2019.

The special taxing districts that are currently being transitioned to the City are: Amended King’s Bay, Cocoplum Phase 1, Hammock Lakes, Hammock Lake Banyan Drive, Hammock Oaks Harbor, Old Cutler Bay, Pine Bay Estates, Snapper Creek and Sunrise Harbor. The communities that are anticipated to transfer to the City are Gables by the Sea and Banyan Drive Security Guard.

The City is putting a plan in place to address the need to provide a full scale of services to the special taxing districts in order to have a smooth and seamless transition for the residents that reside in those communities. These services include budget development, financial management, security guard service management, contract management, guardhouse and general property maintenance and landscape maintenance around the guardhouse. Due to the time constraints associated with creating the infrastructure to accommodate the new responsibilities, it has been determined to be in the best interest of the City to outsource the immediate need.
