A Resolution accepting the recommendation of the Chief Procurement Officer to authorize negotiations with Kimley-Horn & Associates, Inc., H.W. Lochner, Inc., Kittelson & Associates, Inc., WSP USA, Inc., CH2M HILL Engineers, Inc., and David Plummer & Associates, Inc for continuing contracts for Multimodal Transportation Planning and Engineering Consulting Services, pursuant to Florida Statute 287.055, known as the “Consultants Competitive Negotiation Act” and Request for Qualifications (RFQ) 2017.05.YG.

The purpose of this RFQ is to establish a qualified pool of firms (“Proposers”) interested in providing Multimodal Transportation Planning and Engineering Consulting Services, pursuant to Florida Statute 287.055 “Consultants’ Competitive Negotiation Act” (CCNA). Professional services provided under this RFQ will be for projects in which the estimated construction cost of each individual project under the contract does not exceed $2 million, and for study activities if the fee for professional services for each individual study does not exceed $200,000.
On May 30, 2017, the Procurement Division formally advertised the Multimodal Transportation Planning and Engineering Consulting Services, Request for Qualifications (RFQ) 2017.05.YG. Thereafter, on June 6, 2017, a non-mandatory pre-qualifications conference was held with fourteen (14) prospective firms in attendance, of the 100 prospective proposers who downloaded the RFQ package from Public Purchase, the City’s web based e-Procurement service. On July 11, 2017, twelve (12) qualifications statements were submitted by the following firms: A&P Consulting Transportation Engineers, Corp., Atkins North America, Inc., CH2M Hill Engineers, Inc., David Plummer & Associates, Inc., H.W. Lochner, Inc., Keith & Schnars, P.A., Kimley-Horn and Associates, Inc., Kittelson & Associates, Inc., The Corradino Group, Inc., Tindale-Oliver & Associates, Inc., Toole Design Group, LLC., WSP USA, Inc.; and
