Title

A Resolution by the Transportation Advisory Board recommending that the City of Coral Gables Commission review the Traffic Impact Study procedures developed by the Board and consider adoption.

Body

One of the roles of the Transportation Advisory Board is to advise and provide input to City staff regarding transportation matters that impact the City of Coral Gables’ community.   In this role, on June 20, 2017, the Board passed a resolution shown below:

 

The Transportation Advisory Board is recommending that the City of Coral Gables adopt the Traffic Impact Study (TIS) procedure developed by the Board. This procedure would differ from the existing in that an independent Consultant (Registered Professional Engineer) selected by the Department shall perform a TIS to determine if there are any adverse multimodal impacts in the area of the development.   If a consultant is used, the Applicant shall certify in a Standard Traffic Impact Study Agreement between the developer and the City (the “Standard Agreement”) that there is no conflict of interest with the assigned consultant.   The cost of the Traffic Impact Study shall be incurred in full by the developer.  

 

The Current procedure requires the developer to select a consultant of its choice, paid by the developer.  The City hires a consultant to review the traffic impact study submitted by the developer - also paid for by the developer. The consultant may work for the City and developer on different projects simultaneously.

 

The new procedure would benefit smaller businesses as they would not be charged twice for the study.  The procedure also eliminates the appearance of any conflicts of interest as the consultant may not work for developers in the City and the City simultaneously.
