A Resolution of the City of Coral Gables, Florida, relating to the collection and disposal of solid waste in the City of Coral Gables, Florida; determining the solid waste cost and the Solid Waste Service Assessments for the Fiscal Year beginning October 1, 2017; directing the preparation of an assessment roll; authorizing a public hearing and directing the provision of notice thereof; and providing an effective date.

Resolution Number 2016-149, Amended and Restated Initial Assessment Resolution, was adopted on June 14, 2016, and Resolution Number 2016-207, Amended and Restated Final Assessment Resolution, was adopted on September 13, 2016. The Master Service Assessment Ordinance (No. 2015-09) was adopted on May 26, 2015.
Pursuant to the Master Service Assessment Ordinance, this resolution initiates the annual process for updating the Assessment Roll, sets the proposed Solid Waste Service Assessment rates to be imposed against Residential Properties (which includes all condominiums, multi-family parcels of up to 4 dwelling units, and single family parcels that receive a residential, curbside solid waste collection service from the City) for the fiscal year beginning October 1, 2017, calls for the public hearing on these rates, and directs the provision of notice. Further, any additional delinquent Solid Waste Collection Fees will be included as well. The proposed Solid Waste Service Assessment rates and exemptions for the upcoming fiscal year are not requested to be changed. The City shall provide solid waste collection and disposal services to assessed Residential Properties located within the City upon the imposition of Solid Waste Service Assessments, as set forth in this Preliminary Rate Resolution.
Miami-Dade County Department of Solid Waste Management is scheduled to increase the Solid Waste Disposal Fee that is charged to the City for solid waste and trash taken to the County’s waste disposal site. This Resolution will pass through the Miami-Dade disposal fee increase by adjusting the Solid Waste Collection Fees charged to Coral Gables residential customers by 1%.
The fee changes are as follows:
§ General Residential Property - discounted annual fee (if paid on or before August 15, 2017) from $743 to $750 and from $869 to $878 for payments made as part of the tax bill;
§ Auxiliary Living Units- discounted annual fee (if paid on or before August 15, 2017) from $371 to $375 and from $435 to $439 for payments made as part of the tax bill;
§ Duplex Units - discounted annual fee (if paid on or before August 15, 2017) from $1,486 to $1,500 and from $1,738 to $1,756 for payments made as part of the tax bill;
Please note that similar to property tax rules, those customers who pay their total tax bill in November (which will include the solid waste special assessment if not paid directly to the City on or before August 15, 2017) will receive a 4% discount on their solid waste bill, in December a 3% discount, in January a 2% discount and in February a 1% discount.
All residential property owners will have the ability to pay their solid waste assessment in full on or before August 15, 2017, and be removed from the Assessment Roll.
