Title: A Resolution accepting the recommendation of the Chief Procurement Officer to approve the establishment of a pre-qualified pool of contractors for General and Specialty Trade Contractor Services, to be utilized for future price competition and award of resulting contracts for various construction, maintenance and repair projects, on an as-needed project basis, for an initial period of five (5) years with the option to renew for three (3) additional one (1) year periods, in an amount not to exceed the budgeted available funds at time of need; further authorizing, in accordance with the Request to Qualify (RTQ) No. 2017.02.MS, the ability to solicit pricing, award contracts, and to add qualified firms or individuals to the pre-qualified pool when deemed in the City’s best interest without further City Commission action, pursuant to Section 2-828 of the Procurement Code entitled “Contract Award.”

Body
On February 27, 2017, the Procurement Division of Finance formally advertised, issued and distributed RTQ 2017.02.MS for General and Specialty Trade Contractor Services. A total of 179 prospective responders downloaded the RTQ package from PublicPurchase, the City’s web based e-Procurement service.

The establishment of the pre-qualified pool of contractors will allow for future pricing competition for specific projects for general and specialty trade contractor services, on an as needed when needed basis. Entry into the Pre-Qualified Pool is not a contract between the City of Coral Gables and any Submitter, but an acknowledgement that the included contractors meet the qualifications as outlined in the RTQ. The future competition may be conducted by the City through the following informal processes: 1) Work Order Proposal Requests (WOPR): a quality and/or price evaluation with award based on points; 2) Invitations to Quote (ITQ): award based on the lowest price offered.
