A Resolution accepting the recommendation of the Chief Procurement Officer to authorize a “piggyback” contract from the City of Aurora, Illinois with RedSpeed Florida, LLC, in the amount of $1,404,000 over the full period of the contract, for Red Light Camera System and Services/Traffic Law Enforcement System, pursuant to Section 2-978, of the Procurement Code entitled, “Use of Other Governmental Unit Contracts (Piggybacks).” (Note: This is being recommended because RedSpeed provides a live video streaming solution not provided by the current provider).

Body

On August 25, 2015, the City of Aurora, Illinois adopted Resolution No. R15-240, authorizing the execution of an agreement between RedSpeed Illinois, LLC and the City of Aurora, for Red Light Camera System and Services/Traffic Law Enforcement System.  The agreement executed on September 9, 2015 is effective for a period of six (6) years after the installation date, and may be renewed for two (2) additional consecutive and automatic three (3) year periods. 

 

The Police Department has requested the use of the City of Aurora, Illinois contract with RedSpeed Florida, LLC.  Since 2008, the City has contracted with American Traffic Solutions for the enforcement of digital photo red light systems pursuant to Ordinance 2007-35, and subsequently amended the agreement in 2010 upon the creation of the Chapter 2010-80 (The Mark Wandall Traffic Safety Act).  Upon recent evaluation of other vendors providing similar services, the Police Department identified RedSpeed USA; an Illinois-based corporation operating in Florida as RedSpeed Florida, LLC, this company is the designer, developer and supplier of video-based, triple role photo enforcement cameras.  Obtaining this vendor’s services would offer the City the ability to enforce simultaneous license plate reading and storing functionality.  In addition, RedSpeed offers a unique video-only optical capture backed up by day and night IR-only illumination that eliminates white flash.  In comparison to the piggyback agreement, RedSpeed has offered the City better rates for the hardware and technical services in the amount of $3,900.00/per camera per month, a total of $1,404,000 over the full period of the contract.  The costs outlined in the contract are contingent upon the revenue gained from red light camera violations and the City is not incurring any initial costs for the implementation of these cameras.

 

The Chief Procurement Officer in consultation with the Police Department has determined that RedSpeed Florida, LLC, will best meet the needs of the City, for services to provide equipment camera hardware, software and technicians to identify and enforce red light violations of the traffic control signals - red light violations only - within the City of Coral Gables. 

 

The Chief Procurement Officer pursuant to Section 2-978 “Use of Other Governmental Unit Contracts (Piggybacks),” of the Procurement Code, recommends authorizing a “piggyback” contract from the City of Aurora, Illinois with RedSpeed Florida, LLC, as the contract is active and was competitively solicited under an RFP.
