Title

A Resolution accepting the recommendation of the Chief Procurement Officer to authorize negotiations, with RJ Heisenbottle, Martinez Alvarez, Bender & Associates and Gurri Matute, for continuing contracts for  Preservation Architectural  Consulting Services, pursuant to Florida Statute 287.055, known as the “Consultants Competitive Negotiation Act”, Section 2-1092 of the City of Coral Gables Code of Ordinances, and Request for Qualifications (RFQ) 2016.06.LS.

 

Body

The purpose of this Request for Qualifications is to establish a pool of qualified firms that will provide Preservation Architectural Consulting Services, pursuant to Florida Statute 287.055 “Consultants’ Competitive Negotiation Act” (CCNA).  The professional services provided under this RFQ will be for projects in which the estimated construction cost of each project does not exceed $2,000,000, and the  study activities for professional services for each study is not to exceed $200,000. The preservation architectural  services to be provided include, but are not limited to: Architectural and Engineering design services, Historic Preservation, Project Management, Contract Sourcing, Cost Analysis and Schedule Planning, Design Services for Furniture, Fixtures and Equipment (FF&E), Construction Contract Administration, Site Analysis and Consultation, Landscaping Architecture, Site Planning , Sustainable Design, Code Analysis, Public Art, Project Reviews and Move and Occupancy Planning.  

On June 24, 2016, the Procurement Division formally advertised the Preservation Architectural Consulting Services Request for Qualifications (RFQ) 2016.06.LS.  On July 01, 2016, a non-mandatory pre-qualifications conference was held with ten (10) prospective firms in attendance, out of the twenty-four (24) firms and subcontractors who obtained the RFQ document from the Procurement Division.

 

On July 26, 2016, six (6) qualifications statements were submitted by the following firms: Martinez Alvarez, Inc., Mc Harry & Associates, Inc., Gurri Matute, P.A., RJ Heisenbottle Architects, P.A., Bender & Associates Architects, P.A., and JSK Architectural Group.

 

On September 20, 2016, the Evaluation Committee met to evaluate the qualification statements, which resulted in five (5) firms being shortlisted as follows:   Martinez Alvarez, Inc., Mc Harry & Associates, Inc., Gurri Matute, P.A., RJ Heisenbottle Architects, P.A., Bender & Associates Architects, P.A. On October 04, 2016, the Evaluation Committee requested oral presentations of the shortlisted firms. After the oral presentations and a question and answer session with each firm, the Evaluation Committee recommended four (4) firms, in order of preference, for negotiations consisting of: RJ Heisenbottle Architects, P.A., Martinez Alvarez, Inc., Bender & Associates Architects, P.A. and Gurri Matute, P.A.

 

Under Florida Statute 287.055, known as the “ Consultants Competitive Negotiation Act,” the  Commission “shall select in order of preference no fewer than three (3) firms deemed to be most highly qualified to perform the required services,” who will be invited to enter into the negotiations phase to determine compensation that will be paid under contract with the City. After compensation has been negotiated with the consulting firms, contracts will be submitted to the City Commission for approval.
