Title

A Resolution accepting the recommendation of the Chief Procurement Officer to authorize negotiations, with Savino & Miller Design Studio, Inc., Bermello Ajamil & Partners, Inc., Geomantic Designs, Inc., and Calvin, Giordano & Associates, Inc., for continuing contracts for Landscape Architect Consulting Services, pursuant to Florida Statute 287.055, known as the “Consultants Competitive Negotiation Act” and Request for Qualifications (RFQ) 2016.05.MS.

Body

The purpose of this Request for Qualifications process is to establish a qualified pool of landscape architect firms that will provide Landscape Architect Consulting Services, pursuant to Florida Statute 287.055 “Consultants’ Competitive Negotiation Act” (CCNA). Professional services provided under this RFQ will be for projects in which the estimated construction cost of each individual project under the contract does not exceed $2 million, and for study activities if the fee for professional services for each individual study does not exceed $200,000. The landscape architect services to be provided include, but are not limited to: Planting and Maintenance Schedules, Manuals, or other documents that will assist the City with installation and maintenance of landscaping at selected sites; Assist with master planning for various projects, including development projects; Perform analysis and evaluation of existing landscape conditions at various sites and make recommendations for improvements, solutions, or modifications to existing conditions; Coordinate with other professional disciplines; Irrigation Designs; Streetscape/Hardscape Design; Decorative Lighting; Park Design; Recreational Facilities Design; Signage Design; Plant Material Identification; and Cost Estimating.

 

On May 13, 2016, the Procurement Division formally advertised the Landscape Architect Consulting Services Request for Qualifications (RFQ) 2016.05.MS. On May 20, 2016, a non-mandatory pre-qualifications conference was held with ten (10) prospective firms in attendance, out of the twenty-five (25) firms and subcontractors who obtained the RFQ document from the Procurement Division.

 

On June 13, 2016, nine (9) qualifications statements were submitted by the following firms: Bell Landscape Architecture, Inc., Bermello Ajamil & Partners, Inc., Calvin, Giordano & Associates, Inc., Chen-Moore and Associates, Inc., Curtis & Rogers Design Studio, Inc., Geomantic Designs, Inc., Keith and Associates, Inc., Miller Legg & Associates, Inc., and Savino & Miller Design Studio, Inc.

 

On July 28, 2016, the Evaluation Committee met to evaluate the qualification statements, which resulted in six (6) firms being shortlisted as follows:  Bermello Ajamil & Partners, Inc., Calvin, Giordano & Associates, Inc., Curtis & Rogers Design Studio, Inc., Geomantic Designs, Inc., Miller Legg & Associates, Inc., and Savino & Miller Design Studio, Inc. On August 24, 2016, the Evaluation Committee requested oral presentations of the shortlisted firms. After the oral presentations and a question and answer session with each firm, the Evaluation Committee recommended four (4) firms, in order of preference, for negotiations consisting of: Savino & Miller Design Studio, Inc., Bermello Ajamil & Partners, Inc., Geomantic Designs, Inc., and Calvin, Giordano & Associates, Inc.

 

Under Florida Statute 287.055, known as the “ Consultants Competitive Negotiation Act,” the  Commission “shall select in order of preference no fewer than three (3) firms deemed to be mostly highly qualified to perform the required services,” who will be invited to enter into the negotiations phase to determine their compensation that will be paid under contract with the City. After compensation has been negotiated with the consulting firms, contracts will be submitted to the City Commission for approval.
