Title

A Resolution accepting the recommendation of the Chief Procurement Officer to authorize an Enterprise License Agreement (ELA) to purchase GIS Enterprise Licenses at an annual cost of $35,000 from Environmental System Research Institute, Inc., (ESRI), the current vendor of GIS applications, services, and support for Coral Gables, as a “Sole Source,” pursuant to Section 2-770 of the City’s Procurement Code.

 

Body

The City of Coral Gables, through the IT Department’s GIS Section, has been using for over twenty (20) years the industry standard, ESRI GIS software architecture for displaying and analyzing geographic information. The maps and derivative charts and displays produced by the GIS Section have served the City’s decision-making processes and presentation needs over those years. ESRI is the sole-source provider of GIS software architecture and the Enterprise License Agreement (see attached Sole Source Determination).

 

The City is currently licensed for 12 desktop/cloud seats and 2 data/web servers from ESRI. The Enterprise License Agreement provides for unlimited licensing of these core products, as well as licensing for additional, enhanced features and analysis. The annual cost of the existing licenses is $13,550. The cost increase for unlimited licenses is $21,450, for a total annual expenditure hereafter of $35,000.

 

Approving the Enterprise Licensing Agreement (ELA) will provide for cost avoidance by the City, as it is projected that to meet the need for growth, new GIS licenses for enterprise applications and mobile, cloud features will cost $44,000 upfront, and have a recurring annual cost of $35,850.

 

The Chief Procurement Officer pursuant to Section 2-770 of the Procurement Code has determined that ESRI is the sole source provider of GIS products and services needed for the City’s existing GIS software architecture under the Enterprise License Agreement (ELA).
