Discussion: Update on the trash collection in swales.

On April 26, 2016, the City Commission discussed a range of issues related to the City’s weekly trash collection service on parkway swales. Specifically, the Commission asked staff to provide more in-depth information or status reports on the following issues:
• Trash pit maintenance;
• Comparison of other municipal trash and bulk collection service programs;
• Trash Collection and disposal data.
Additionally, the Commission discussed the following potential ordinance amendments in the context of improving the aesthetics of residential neighborhoods and the efficiency of City operations:
• Require landscape/gardening companies doing business in residential neighborhoods to register with the City;
• Prohibit the placement of yard waste cut by landscape companies on parkway swales;
• Prohibit the placement of garbage, recyclables and junk/non-yard waste material in the trash pits;
• Require placement of yard waste by residents no sooner than 24 hours prior to the scheduled collection day.
Staff will seek Commission direction as to next steps - convening community meetings in early Fall to obtain input from residents, initiating a goal-setting process in conjunction with the 2018 budget preparation schedule, and establishing a timeline for implementing potential modifications to the trash service or solid waste ordinance.
