Title
A Resolution authorizing the Public Works Department to proceed with the development of a plan to implement 25 mph speed limit on all residential streets. (Deferred item from July 26th, 2016 City Commission Meeting).
(Initiated by Commissioner Lago)
Body
Dating back to 2001, the City Commission has discussed lowering the speed limit to 25mph, in response to residential concerns throughout the City.

In June 2014, David Plummer & Associates submitted a study consisting of the following:
· Miami-Dade County (MDC) procedures for reducing residential street speed limits;
· A preliminary cost estimate for installing the required speed limit signs;
· Advantages and disadvantages of reducing residential street speed limits.

On May 12, 2015, the City Commission directed staff to proceed with developing the analysis that would support lowering the speed limit to 25mph where staff sees fit. On April 21, 2016, The City of Coral Gables submitted the analysis to Miami-Dade County Department of Transportation and Public Works (MDCDTPW), recommending a posted speed limit of 25 mph on all residential streets.

Public Works has received support from Hammock Oaks Association and Kings Bay in favor of the speed limit reduction.

The installation and maintenance of the signs must be processed through an Intergovernmental Agency Agreement with MDCDTPW.

Next Steps:
· Negotiate the number and location of speed limit signs with MDCDTPW;
· Develop refined cost estimate for sign removal and installation;
· Return to Commission for final authorization of residential speed limit reduction;
· Enter into Intergovernmental Agency Agreement;
· Determine the date the speed limit will be reduced;
· Market speed limit reduction initiative;
· Replace existing 30mph speed limit on residential streets with ...
