A Resolution accepting the recommendation of the Chief Procurement Officer to award the Parking Cashiers, Attendants, and Supervisors For City Parking Facilities contract to LAZ Florida Parking, LLC, in the amount of $525,642 annually, pursuant to Request for Proposals (RFP) 2016.02MP, and Section 2-828 of the Procurement Code, entitled “Contract Award.”

Body
The purpose of this contract is to provide trained parking cashiers, attendants, and supervisors for City parking facilities, operate a central monitoring system for the City’s automated facilities on a 24 hour per day 7 day per week basis. The contract holder must be able to utilize the existing monitoring equipment or supplement it at their expense.

On February 25, 2016, the Procurement Division of Finance formally advertised, issued, and distributed the Parking Cashiers, Attendants, and Supervisors for City Parking Facilities RFP 2016.02MP.

On March 1, 2016, a non-mandatory pre-proposal conference was held with eight (8) prospective proposers in attendance of the eleven (11) proposers who obtained the RFP package from the Procurement Division.

On March 31, 2016, three (3) proposals were received in response to the RFP from Denison Parking, Inc., LAZ Florida Parking, LLC, and SP+ Municipal Services, Inc., with three (3) No Bid responses. Denison Parking later withdrew from the RFP process citing the differential between their pricing proposal and their two (2) competitors “as an insurmountable variance to overcome.”

On June 20, 2016, the Evaluation Committee convened to listen to presentations and interview the two (2) proposers, as well as discuss, evaluate, score and rank each proposal. After completion of the presentation and interviews, the Evaluation Committee unanimously determined that LAZ Florida Parking, Inc., was the most responsive and responsible proposer.
