A Resolution directing staff to work with Miami-Dade County (County) to develop an Intergovernmental Agency Agreement with the County that will delegate approval authority from the County to the City of Coral Gables, for certain traffic control and neighborhood street modifications.
Body
On September 22nd, 2015, the City Commission awarded a contract to Atkins International to perform a comprehensive multi-modal transportation plan to proactively address the ever increasing pressures of increased traffic through our City and to preserve the high quality of life of our neighborhoods. A key component of this plan will result in a toolbox of measures that may be implemented within neighborhoods to help alleviate traffic problems. Currently, the process to implement any changes on City streets requires County approval in accordance with their Traffic Flow Modification(s)/Street Closure(s) Procedure.

Often, the process to receive County approval causes significant delay in the implementation of much needed and well-designed improvements. To help alleviate this, the County has entered into Intergovernmental Agency Agreements with both, the Cities of Miami and Miami Beach, giving the Cities pre-approval authority for certain improvements as agreed to in the agreement. County staff has agreed to work with the City of Coral Gables to enter into a similar agreement and staff agrees that it would be in the City’s best interest to do so.

In order to proceed with the Intergovernmental Agency Agreement, the City must first develop its own traffic calming and street modification options and procedures. This will need to be pre-approved by County staff and by the City Commission prior to executing the Intergovernmental Agency Agreement.

Upon approval, staff will proceed to develop the required manual through Atkin’s International as part of the Comprehensive Multi-modal Transportation Planning efforts and continue to work with County staff to prepare all necessary ...
