Body
The purpose of these new Sections of the Procurement Code are to promote the procurement of sustainable (environmentally preferable) products or services throughout all city departments in order to foster the practice of responsible purchasing choices that reduce impacts on the public health and environment and support markets for environmentally preferable products or services. The proposed Sustainable Procurement Preference policy has been developed after a review of Sustainable Procurement Preference ordinances, policies, and literature (see attached Sustainable and Buy American Preference Report).

The proposed policy provides a Sustainable Procurement Preference of 5% on bids for goods and general services. This preference provides an opportunity for a responsive and responsible bidder or proposer supplying environmentally preferred good or services, which is within 5% of the bid to match the lowest responsive and responsible bidder’s bid.

The Sustainable Procurement Preference is not automatically given, it must be asserted under the new policy by the bidder. The Sustainable Procurement Preference in no way prohibits the right of the Chief Procurement Officer, City Manager and/or the City Commission, when applicable, to compare the quality of goods or general services proposed for purchase and compare qualifications of all persons, firms or corporations submitting bids or proposals.
