Title

A Resolution accepting the recommendation of the Chief Procurement Officer, to extend the contract with Witt O’Brien’s, LLC, formerly known as O’Brien’s Response Management, Inc., pursuant to Section 2-829 of the Procurement Code entitled “Approval of Change Orders and Contract Modifications,” to provide emergency management services until June 30, 2016, or until such time as a new contract is executed.

Body

The purpose of the contract is to maintain, on a stand-by basis, Witt O’Brien’s LLC, to provide disaster recovery management services.  The consultant provides a range of related services as needed and ordered by the City including, the oversight and management of debris recovery contractors, emergency planning, public assistance, and facilitating communication with state and federal agencies for the purposes of grant funding and service reimbursements.

On February 23, 2010, the City Commission approved a piggyback agreement with Witt O’Brien’s, LLC, formerly known as O’Brien’s Response Management, Inc., utilizing the City of Cooper City, Florida contract under Section 2-978, Use Of Other Governmental Unit Contracts ("piggyback") , which expires March 28, 2016.  The contract is used on an as needed emergency management basis (specifically hurricanes/storms); however, it is necessary to have an agreement in place should the need arise prior to the negotiation of a new contract.

In order to allow time to complete a new piggyback agreement with Witt O’Brien’s, LLC, utilizing the City of Pompano Beach, Florida contract (Request for Proposal E67-14, titled Disaster Recovery Management Services), it is recommended that the current contract be extended until June 30, 2016, or until such time as a new agreement is executed.

Pursuant to Section 2-829 of the Procurement Code entitled “Approval of Change Orders and Contract Modifications,” the current contract may be extended by the City Commission.
