Title

A Resolution accepting the recommendation of the Chief Procurement Officer to extend the Environmental Engineering Consultant Services continuing contracts with Hazen & Sawyer P.C., AECOM Technical Services, Inc., and CDM Smith, Inc., pursuant to Section 2-829 of the Procurement Code entitled, “Approval of Change Orders and Contract Modifications,” until June 30, 2016, until such time as the negotiations are complete and new contracts are executed, pursuant to the current RFQ process.

Body

On January 07, 2012, the City Commission approved continuing contracts for environmental engineering consulting services as the result of a Request for Qualifications (RFQ) process.

The purpose of the continuing contracts are to provide environmental engineering consulting services necessary for sanitary sewer, environmental & storm water  and utilities projects. Project assigned under these continuing contracts will not exceed $2,000,000 nor will a study exceed $200,000, pursuant to Florida Statute 287.055, known as the “Consultants Competitive Negotiation Act.” The current contract expired January 7, 2016.

Upon Procurement receiving the scope of services from Public Works, Procurement solicited a new RFQ that is in the final stages of the negotiation process, and will be executing a new contract within the extension timeframe.

In order to allow time to finalize the negotiations of the Professional Service Agreements, and for new contracts to be completed, approved, and executed, and to process extensions of the existing continuing contracts, it is recommended that the Environmental Engineering Consulting contracts be extended until June 30, 2016.

Under Section 2-829 of the Procurement Code entitled “Approval of Change Orders and Contract Modifications,” the current contracts with Hazen & Sawyer P.C., AECOM Technical Services, Inc., and CDM Smith, Inc. may be extended by the City Commission.
