Title

A Resolution authorizing a budget amendment to the Fiscal Year 2014-2015 Annual Budget, to increase the authorized full time headcount.

Body

An amendment to the Fiscal Year 2015-2015 annual budget is requested to increase the authorized full time headcount form 801 positions to 815 positions; a change of 14 positions.

 

Solid Waste Collection:

Due to the severe budget challenges during Fiscal Years 2010 through 2012 the authorized headcount of Sanitation Workers was reduced from 40 to 28.  The 12 positions were replaced with 13 contractual workers (one extra contractual worker was needed to complete one of the solid waste routes).  For Fiscal Year 2014-2015 staff is recommending that 13 full time positions be authorized to replace the contractual positions.  This would enable the City to be in full control of the hiring process.  On an annualized basis, the cost of the 13 positions would be approximately $255,000.  This is net of the $300,000 currently being spent on the contractual labor.  The cost to fill the positions for the last three months of Fiscal Year 201-2015 is approximately $63,750.

 

 

Recruitment of Public Safety positions:

The City has been experiencing a large number of Police Officer, Communication Operators and Firefighter vacancies.  These are key positions that must be filled in order to properly meet the public safety needs of the City’s residents, businesses and visitors.  Staff is recommending the Human Resources Department be given an addition of 1 fulltime headcount to be dedicated as a Public Safety Recruiter.  This position will actively recruit all vacancies for the Police and Fire Departments.  The annualized cost of this position is approximately $63,000.  The cost to fill the position for the last three months of Fiscal Year 2014-2015 is approximately $15,000.
