Brief History
After notification by the Florida Department of Transportation (FDOT) that the Ponce de Leon Boulevard Median Improvements Phase II Project had become an eligible project for Federal funding under the American Recovery and Reinvestment Act of 2009 (ARRA) in the amount of $1,036,796, the City began the process to procure the project through the FDOT’s Local Agency Program. In March 2009 the City became certified to participate in the FDOT’s Local Agency Program thereby allowing the City to administer all phases of a federally funded project, including design, bidding, awarding, construction management and funding reimbursement. The project is now ready to proceed with implementation and a LAP Agreement must now be executed that is specific to the Ponce de Leon Boulevard Median Improvements Phase II Project in order for the FDOT to encumber Federal funds and issue the City a notice to proceed. This action will, in turn, allow the City to advertise for bids and manage and direct the project. All funding for the project has been secured which includes Federal Stimulus funding of $1,036,796.00, Road Impact Fee funding of $1,490,000 secured through a Joint Participation Agreement (JPA) from Miami-Dade County and Storm Sewer Improvements funds in the amount of $440,604.00 for a total budget of $2,967,400.00 to complete the project funding. It should be noted that the total construction budget figure in this legislation differs from the one presented at the October 27, 2009 City Commission meeting approving the JPA with the County.
