A Resolution accepting the recommendation of the Chief Procurement Officer to authorize contract negotiations with AECOM Technical Services, Inc., and if necessary, with the other short-listed firms for the Public Safety Building Design Consultant, pursuant to Florida Statute 287.055, known as the “Consultants Competitive Negotiation Act” and Request for Qualifications (RFQ) 2016.05.MG.

The purpose of this Request for Qualifications (RFQ) is to select a firm with demonstrated qualifications to develop planning, design and construction services.
On May 3, 2016, the RFQ was issued, advertised and emailed to over sixty firms listed in the American Institute of Architects (AIA) in the State of Florida.
On June 28, 2016, seven (7) responses to the RFQ were received from the following firms: AECOM Technical Services, Inc., Behar Fonts & Partners, Bermello Ajamil & Partners, Inc., R.E. Chisholm Architects, Inc., Rodriguez & Quiroz Architects, Wolfberg Alvarez & Partners, and Zyscovich Architects.
On September 19, 2016, the RFQ submittals were evaluated and scored by the Technical Review Committee and initially ranked as follows: Wolfberg Alvarez & Partners, AECOM Technical Services, Inc., Bermello, Ajamil & Partners, Behar Font & Partners, and Rodriguez & Quiroz Architects.
On October 12, 2016, the Committee reconvened to hear presentations and conduct interviews of the short-listed firms. After the presentations and interviews, the Technical Review Committee scored and ranked the firms based on the criteria outlined in the RFQ. AECOM Technical Services, Inc. was the top-ranked firm, with Bermello Ajamil & Partners, Inc., ranking second and Wolfberg Alvarez & Partners, third.
Should the City be unable to negotiate a satisfactory contract with the firm considered to be the most qualified at a price the City determines to be fair, competitive, and reasonable, negotiations with that firm must be formally terminated. The City shall then undertake ...
