A Resolution authorizing the City Manager to execute an agreement with Hammock Oaks Harbor Homeowners Association for the purpose of upgrading the Hammock Oaks guard house facility at the association’s expense and the addition of landscape lighting to be provided by the City; and authorizing an amendment to the Fiscal Year 2014-2015 Annual Budget to recognize as revenue funds contributed by the Hammock Oaks Homeowners Association and appropriating such funds to put toward the cost of the project.

Brief History
On April 27, 1993 via Resolution No. 28199, the City of Coral Gables approved the creation of a Special Taxing District for Hammock Oaks Harbor. As part of the Special Taxing District, a Security Guard District was established and the guard house was constructed on City right-of-way approximately 100 feet east of Old Cutler Road on Campana Avenue.
Currently, the Homeowners Association (HOA) desires to make aesthetic improvements to the guard house facility including the addition of a stone veneer façade and the addition of brick pavers on the roadway surface. These proposed improvements, as shown in Exhibit “A”, have been designed by the association and permitted by the City. The HOA has secured funding to cover the full cost of these improvements, estimated at approximately $25,000. Since the improvements to the guard house facility are within the City right-of-way, it would be most efficient for the City to administer the construction contract for this work.
Additionally, the HOA has requested landscape and lighting improvements to be provided on the City right-of-way adjacent to the City’s Campana sewer pump station near the entrance to the community. These improvements, as shown in Exhibit “B”, include minor landscape improvements and the addition of up lighting to five trees.
