A fitting connection on the 6-inch sewer force main at the canal crossing (Lugo Avenue Canal Bridge) failed. To prevent a wastewater discharge, emergency repairs were initiated immediately, requiring the removal and replacement of approximately 90 feet of 6-inch force main piping.
Under Section 2-690 of the Procurement Code, entitled “Emergency Procurement,” where the City Manager authorizes the emergency procurements of supplies, services, or construction when there exists an immediate threat to public health, welfare, or safety or to prevent or minimize serious disruption of government services.
