A Resolution authorizing a modification to the Roofing Supplies and Services, Waterproofing, and Related Products and Services Contract PW1925, with Garland/DBS, Inc. pursuant to Section 2-764(b), Approval of Change Orders and Contract Modifications, in the amount of $1,750,000 for the roof replacement projects.

On November 25, 2019, the City entered into a piggyback agreement was executed under the Procurement Officer’s authority, pursuant to Section 2-945 of the Procurement Code entitled “Use of Other Governmental Unit Contracts (“Piggybacks”). The contract was executed for roofing services with Garland/DBS, Inc. which allows for the comprehensive solutions for roofing, waterproofing and related work for installation, maintenance, and repair services.
The original contract was awarded by Rascine County, WI on September 27, 2019 for an initial period of five (5) years. The contract award met all of the requirements of the City. Since execution of this agreement, Garland has satisfactorily performed several repairs and design solutions for various buildings located throughout the City. Currently, the existing roofs for the City Hall and Country Club buildings need immediate replacement due to the age.
Due to the on-going need for roof repairs and replacement, Public Works would like to amend the contract amount in order to expedite roof replacement for City Hall and the Country Club and request additional spending authority through the remaining term of the agreement in an amount not to exceed the available budget.
