...Recommendation of the City Manager
It is recommended that the Kiwanis of Little Havana be permitted to sell alcoholic beverages from 7:00 p.m. to midnight on Friday, March 6, 2009, at Ponce Circle Park, and from 9:00 a.m. until midnight on Saturday, March 7, 2009, and 10:00 a.m. to 9:00 p.m. on Sunday, March 8, 2009, on Miracle Mile as part of the Latin Jazz Festival and Carnaval, subject to Florida Department of Professional Regulation.
...Brief History
For nine years, the Kiwanis of Little Havana has utilized Miracle Mile and Ponce de Leon Boulevard as
part of Carnaval Miami. It is proposed that Miracle Mile be closed from Friday night, March 6, 2009, at
11:00 p.m. through 5:00 a.m. on Monday, March 9, 2009, for set up, the event, and breakdown.
Additionally, the Club is requesting use of Ponce Circle Park on Friday evening from 7:00 p.m. to
midnight for a third day of activity to include an event kick-off party and jazz concert to coincide with
Gallery Night.
 
Additional police officers and on-duty custodial staff will be retained, as in the past, by the Kiwanis of
Little Havana to control the crowd and littler problem. Past results of crowd control and litter have been very successful.
