Title
Resolution of the City of Coral Gables authorizing the extension of a contract with World International Security Inc., for security guard services, pursuant to Section 2-834 (d) of the Procurement Code and further requesting an additional extension period, not to exceed one hundred twenty (120) days.

Body
On May 6, 2003 the City Commission entered into a contract with World International Security Inc. for the provision of security guard services for an initial one (1) year term with an option to renew for two (2) additional two (2) year periods.  Furthermore, the City Commission increased the expenditure limit from $87,360 to $150,000 per year on this contract on August 28, 2007 as a result of the increasing number of City events at City facilities requiring security guard services.

On May 6, 2008, this contract was extended on a month to month basis while the Procurement Division of Finance formally solicited bids for security guard services on December 19, 2008 under IFB 2008.12.19 with the bid opening occurring on February 5, 2009.

On March 9, 2009 a formal written protest of the bid was made, and after a hearing with the protesting party and careful consideration of all the pertinent information the Interim City Manager rejected all proposals pursuant to Section 2-950 (g) of the Procurement Code.   Under Section 2-834 (d) of the Procurement Code, the security guard services contract should be extended for a period not to exceed one hundred twenty (120) days to provide sufficient time to rebid the contract.
