Body
The Mayor is and has always been the ceremonial head of the City and, as such, serves as the City’s representative in negotiations, meetings and functions. Further, the Mayor serves at the Chair of the City Commission and performs many other functions consistent with the Office of the Mayor.
Section 6 of the City Charter, provides that the Mayor presides at meetings of the City Commission and performs duties consistent with his or her office and the Charter as may be imposed by the Commission. Section 6 of the City Charter also provides that the Mayor shall be recognized as the official head of the city for all ceremonial purposes, by the courts for the purpose of serving civil processes and by the Governor for military purposes.
While, the Mayor has customarily exercised the authority of the Office of Mayor, it would be useful to codify this authority to provide clarity on the particular scope of that authority.
