Resolution accepting the recommendation of the Chief Procurement Officer to award a contract for Construction of Street Improvements to Metro Express Paving Company pursuant to unit pricing bid under Invitation For Bid (IFB) 2010.07.15, and Section 2-828 of the Procurement Code for a period running until September 30, 2011 with an option to renew for two (2) additional years. (Deferred from the August 24, 2010 City Commission Meeting)

The purpose of this contract is to provide for the hiring of a contractor, who will construct street improvements including but not limited to: reconstruction of asphalt pavement, construction of sidewalks and curbs; construction of new drainage systems and reconstruction of existing drainage systems; construction of traffic calming structures on an as needed basis at various locations within the City during the term of the contract.
On June 10, 2010, the Procurement Division of Finance formally advertised the Construction of Street Improvements IFB 2010.07.15. On June 17, 2010, a non-mandatory pre-bid conference was held with four (4) prospective bidders in attendance of the thirty-five (35) contractors who downloaded the bid package from the Procurement website or picked up the bid package from the Procurement Division of Finance. On July 15, 2010, ten (10) bids were submitted by: Rock Power Paving, Maggolc, Inc., Wrangler Construction, Inc., Horizon Contractors, Williams Paving Co. Inc., JVA Engineering Contractor, Inc., Florida Engineering & Development, Gonzalez Pavement, H & R Pavement and Metro Express Paving Company.
The lowest responsive responsible bidder for this contract was determined to be Metro Express Paving Company, Inc. under 2-766 (g) of the Procurement Code (see attached written determination) and their unit pricing bid.
