A Resolution of the City Commission accepting the recommendation of the Chief Procurement Officer to award RFP 2025-022 Disaster Debris Monitoring Services to the three (3) highest ranked responsive-responsible proposers in rank order: Tetra Tech, Inc., (Primary), Thompson Consulting Services, LLC, (Secondary), and Debristech, LLC (Tertiary), pursuant to Section 2-763 of the Procurement Code entitled “Contract Award”.

The purpose of this RFP is to establish a contract for Disaster Debris Monitoring Services with a qualified and experienced professional firm (“Proposer”), readily available to provide the services outlined in this solicitation, in accordance with Federal Emergency Management Agency (FEMA) policies, procedures, and directives; Federal law, regulations, and executive orders; and State / Local law and regulations.
On June 20, 2025, the Procurement Division of Finance formally advertised, issued, and distributed Disaster Debris Monitoring Services, Request for Proposals (RFP) 2025-022. One hundred and thirty (130) prospective proposers were notified of the RFP package from INFOR, the City’s web-based e-procurement system.
On August 7, 2025, six (6) firms responded in response to the RFP, including two (2) No Bid (NB): 1 Asterisk Disasters (NB), DebrisTech, LLC, DIRTT Environmental Solutions, Inc. (NB), Tetra Tech, Inc., Tidal Basin Government Consulting, LLC, and Thompson Consulting Services, LLC.
The responses were reviewed by the Procurement Division in order to determine responsiveness to the requirements of the RFP. During the responsiveness review, it was determined by Procurement, after consulting with the City Attorney’s Office, that Tidal Basin Government Consulting, LLC was non-responsive based on failure to provide the required bid bond, as required in Section 1.3 of the RFP.
