A Resolution accepting the recommendation of the Chief Procurement Officer to extend the Traffic Engineering Consulting Services continuing contracts with David Plummer and Associates, Inc., Atkins North America, Inc., and Stantec Engineering, Inc. pursuant to Section 2-829 of the Procurement Code entitled “Approval of Change Orders and Contract Modifications,” until June 17, 2016, with extensions at three (3) months intervals, as needed thereafter, until an updated scope of services is provided to Procurement, a new RFQ process is completed, and new contracts are executed.

On February 14, 2012, the City Commission approved continuing contracts for traffic engineering consulting services as the result of a Request for Qualifications (RFQ) process.
The purpose of the continuing contracts are to provide traffic engineering consulting services necessary in the areas of design, plan reviews, traffic impact studies, traffic calming, origin and destination surveys, safety accident analysis, traffic counts and speed surveys. Project assigned under these continuing contracts will not exceed $2,000,000 nor will a study exceed $200,000, pursuant to Florida Statute 287.055, known as the “Consultants Competitive Negotiation Act.” The current contract with David Plummer and Associates expires on February 17, 2016, and the contracts with Atkins North America and Stantec Engineering expire on May 8, 2016.
Upon Procurement receiving the updated scope of services, a new RFQ will be processed, resulting in the implementation of new contracts. These contracts will be presented to the City Commission for approval.
In order to allow time for the revised scope of services to be provided, for the RFQ process to be completed, for new contracts to be approved, and to authorize extensions of the existing continuing contracts, it is recommended that the Traffic Engineering Consulting contracts be extended until June 17, 2016, and as needed in three (3) month interv...
