Resolution accepting the recommendation of the Chief Procurement Officer to authorize participation in a piggyback contract with Miami-Dade County for the purchase of gasoline and diesel fuel.

Under Section 2-978 of the Procurement Code, the Commission may approve purchases for supplies and services in excess of $600,000 from current contracts of other governmental units, which contracts have resulted from a formal competitive bid process, awarded to the lowest, responsive and responsible bidder meeting specifications.
The Chief Procurement Officer in consultation with the Automotive Department Director has determined that the Gasoline and Diesel Fuel Contract from Miami-Dade County will best meet the needs of the City in terms of price and quality of gasoline and diesel fuel offered. The Miami-Dade County Gasoline and Diesel Fuel Contract is priced based on the Oil Price Information Service (OPIS) Index with an adjustment to the price for delivery. Pricing is obtained weekly by Miami-Dade County from pre-approved contractors as gasoline and diesel fuel prices fluctuate.
Currently, the City pays $.15 (fifteen cents) over the OPIS Index for unleaded gasoline and diesel fuel. Under the Miami-Dade County Contract, the City’s price will be at the OPIS index, therefore the City will save approximately $.15 (fifteen cents) per gallon for gasoline and diesel fuel. The City currently has budgeted for approximately 525,000 gallons of gasoline and diesel fuel. Potential savings from using the Miami-Dade Gasoline and Diesel Fuel Contract is $78,750 on an annualized basis.
It should be noted, however, that the current Miami-Dade Contract has been re-bid and the results of that bid process may be submitted to the Miami-Dade County Commission for consideration as early as February 2010 or it could occur months later.
