The purpose of this RFP is to establish a contract with a qualified and experienced professional firm (“Proposer”) for the installation, operation and maintenance of self service Level 2 Dual Port Alternating Current (AC) and/or Level 3 Direct Current (DC) Fast Charging stations used in parking facilities. Services will be provided on a 24-hour, 365 day a year basis with sufficient resources and personnel to successfully support and maintain the program.
On November 19, 2024, the Procurement Division of Finance formally advertised, issued, and distributed Request for Proposal (RFP) 2024-046 Electric Vehicle Charging Stations. Sixty-seven (67) prospective proposers were notified through INFOR, the City’s web-based e-Procurement system.
On January 17, 2024, five (5) firms submitted proposals in response to the RFP: Blink Network, LLC., EvGateway, Jolt Charge, Inc., Power Pump and Smart City Capital, LLC.
The responses were reviewed by the Procurement Division in order to determine responsiveness to the requirements of the RFP. During the review, it was determined by Procurement, after consulting with the City Attorney’s office, that Power Pump and Smart City Capital, LLC., would be deemed non-responsive based on their failure to provide the required minimum qualifications.
On April 8, 2025, the Evaluation Committee convened to evaluate the three (3) responsive and responsible proposals and ranked the firms in the following order: Blink Network, LLC., (top ranked), Jolt Charge, Inc., (second ranked) and EvGateway (third ranked).
