On May 19, 2026, the City Commission adopted Resolution No. 2026-156 authorizing a contract with Joy By, LLC. for holiday décor and related services for Holiday Park. The Community Recreation Department is requesting that the City Commission amend Resolution No. 2026-156 to authorize a five (5) year initial contract term with two (2) optional two-year renewal terms. The renewal options will provide continuity of services, allow for long-term planning and investment in custom-fabricated holiday elements, and support the continued enhancement of Holiday Park as a seasonal destination for residents and visitors.
Joy By, LLC. has demonstrated the experience, capability, and specialized expertise necessary to provide the holiday installation and related enhancements envisioned for Holiday Park. Staff have determined that continuing the relationship with Joy By, LLC. is in the best interest of the City due to the company's familiarity with the project scope, ability to meet required timelines, and proven performance with similar holiday installations and activations.
