Resolution accepting the recommendation of the Chief Procurement Officer to award the Segovia Streetscape Improvements Project to William’s Paving Company, Inc., in the amount of $523,450 pursuant to Section 2-828 of the Procurement Code entitled “Contract Award.”

Body
As a result of the need to rescind the previous award for the Segovia Streetscape Improvements Project, it is recommended that the next lowest responsive and responsible bidder, William’s Paving Company, Inc., with their bid of $523,450 be awarded a contract for this project. William’s Paving Company, Inc., was initially determined to be non-responsive as a result of improperly acknowledging addendums, but will be permitted to correct their bid under Section 2-776 (g) of the Procurement Code entitled “Correction or Withdrawal of Bids.”

Under this contract award, William’s Paving Company, Inc., will construct all the streetscape improvements envisioned in the IFB, with the exception of the installation of 202 oak (300 gallon size) trees to be installed in the street swales, 82 oak (670 gallon size) trees to be installed in the median of Segovia Street and related irrigation system. Trees have been excluded from the contract award to William’s Paving Company, Inc., because the contractor bid field grown (ball and burlap) trees, which were rejected as not meeting project specifications. The Commission will be asked to consider another resolution to purchase the 670 gallon oak trees and the related irrigation system from Cherry Lake Tree Farm. Previously the Commission had approved the purchase of the 300 gallon oak trees from Cherry Lake Farm for the swales along Segovia Street.

The Segovia Streetscape Improvement Project involves the installation of landscaped median and concrete sidewalk extensions for ADA compliance at Segovia Street between Biltmore Way and Bird Road.
