A Resolution of the City Commission accepting a recommendation of the City Manager to waive the competitive process of the Procurement Code for the purchase of three (3) sanitary submersible pumps from Xylem Water Solutions Inc. in the estimated amount of $95,471 as a “Sole Source Procurement”, pursuant to Section 2-689 of the City’s Procurement Code.

Body
Public Works has identified three (3) sanitary sewer pumps in need of replacement due to their pump components failure. As per Miami-Dade Code Section 24-42.2(13), each utility is required to maintain pump station operations and maintenance to facilitate proper operation and maintenance activities.
The existing pumps are Flygt brand and are specifically designed to operate within parameters which are unique to our pump stations. Additionally, these pumps are an essential component of City’s sanitary distribution system. Below are the pumps requiring replacement, including two spare pumps held in Utilities inventory for emergency deployment:
Station E Pump
Spare 10 HP Pump
Spare 20 HP Pump
It is not feasible nor cost effective to replace the pumps with another brand that would will result in additional costs for design fees and other changes to the pump station system that would not be in the best interest of the City.
Xylem Water Solutions Company USA, Inc. is the exclusive supplier of Flygt Products for the State of Florida.
Pursuant to Section 2-689 of the Procurement Code, entitled “Sole Source Procurement,” an award may be made without competitive bids when there is only one source available to fulfill the needs of the City
Recommended Action
The new pumps will minimize the need for emergency maintenance and repairs. This will also comply with Miami-Dade County’s requirements.
