A Resolution of the City Commission accepting the recommendation of the Chief Procurement Officer to award Street End Improvements Project contract in the estimated amount of $70,813.00 to HG Construction Development and Investment, Inc., the lowest responsive and responsible bidder, pursuant to Invitation for Bids (IFB) 2026-007 and Section 2-763 of the City’s Procurement Code entitled “Contract Award”.

[The purpose of this IFB is to contract with a qualified and experienced contractor to perform improvements to the street end at Wallace Street, located near the intersection of SW 8th Street and Wallace Street in accordance with the terms, conditions and specifications contained in the Invitation for Bid (“IFB”).
On February 12, 2026, the Procurement Division of Finance formally advertised, issued and distributed IFB 2026-007 Street End Improvements Project. Eighty-nine (89) prospective bidders were notified through INFOR, the City’s web-based e-Procurement system.
Two (2) bids were received on March 11, 2026, in response to the IFB: Gavarrete, Inc. and HG Construction Development and Investment, Inc.
The responses were reviewed by the Procurement Division to determine responsiveness to the requirements of the IFB. The Procurement Division finalized its’ due diligence process and confirmed that HG Construction Development and Investment, Inc.is responsive to the requirements of the IFB and is a responsible bidder.
The Public Works Department concurs with the Chief Procurement Officer’s recommendation to award Street End Improvements Project to HG Construction Development and Investment, Inc., in a total estimated amount of $70,813.00 or in an amount not to exceed the available budget.
Section 2-585 of the Procurement Code, entitled “Authority” authorizes the City Manager to delegate authority to the Chief Procurement Officer to administer and make recommendations on contract awards.
