Tom began his career with the City as a Fire Recruit in May 1988 and became a Firefighter in May 1989.  Through the years he acquired a wealth of knowledge in all areas of expertise and was driven to be the best.  Tom completed his paramedic certification in 1989 and also has degrees in both business administration and emergency medical service. His excellent talents and skills were rewarded in January 1995 when he was promoted to Fire Lieutenant.  Tom moved up the ladder of success and accepted the challenging responsibilities of Captain in July 1997 and then just recently he was awarded his current prestigious position of Battalion Captain on February 2008. 

 

Battalion Captain Harley always has a clear understanding of objectives and consistently promotes cooperation from subordinates.   He is not wasteful and insures others follow his example.  In addition, he excels in the field of problem solving and can be counted on to handle issues from routine to complex in nature.  Captain Harley is an effective communicator both verbally and in written form, and delegates well. Understandably, his talents and he is a capable planer and scheduling and is able to address the needs of the battalion with confidence and concise thought.  He is a quick thinker and arrives at sound decisions based on the information at hand. 

 

The City greatly appreciates Captain Harley’s dedication, leadership, loyalty and passion and feels fortunate to have such an excellent employee on board.  Congratulations on your 20 years of fine service.
