Body
The purpose of the IFB is to retain the services of a qualified General Contractor for the purpose of providing improvements to Parking Lots 12-16, located on Ponce de Leon between Suarez St & Blue Road.

On October 30, 2025, the Procurement Division of Finance formally advertised, issued and distributed IFB 2025-043 Parking Lot Improvements. Two hundred and four (204) prospective bidders were notified through INFOR, the City’s web-based e-Procurement system.

Five (5) bids were received on December 15, 2025, in response to the IFB: Coreland Construction Corp., FG Construction, LLC, Gavarrete Inc., M&J Consulting Group Corp. d/b/a M&J General Contractors, and Tadeos Engineering LLC.

The responses were reviewed by the Procurement Division to determine responsiveness to the requirements of the IFB. The Procurement Division finalized its’ due diligence process and confirmed that Tadeos Engineering LLC was responsive to the requirements of the IFB and is a responsible firm.

Once this step was completed the Public Works Department conducted an evaluation of the submittal identified by Procurement and concurred with the Chief Procurement Officer’s recommendation to award Tadeos Engineering LLC, as the lowest responsive and responsible bidder in the estimated amount of $929,275.00 or not to exceed budgeted funds.

Section 2-585 of the Procurement Code, entitled “Authority” authorizes the City Manager to delegate authority to the Chief Procurement Officer to administer and make recommendations on contract awards.
